Difference between eye pimers and bases:
Primer is used to prevent any sort of creasing of your eyeshadow. Creasing of your eyeshadow makes it look crusty, which you don't want. Primer also helps your eyeshadow blend out easier while its on your eye and last all day long.
Bases are usually a plain cream color that is used to help make your eyes pop or to make them look more refined. Sometimes, the base will be tinted. For example, if you're going for a look with purple eyeshadow, you might want to use a base that has a purple tint to it, so that the finished look looks really nice. White eye bases will make the eyeshadow you are using appear a lot more vibrant.
